It's not a Russian but a Czech movie by Oscar-winning director Menzel.
Based on the novel by Mr Hrabal... the novel itself is even more about long hair than the movie, it's kinda authobiographic - the longhaired lady is Hrabal's mother who eventually cut her hair short (the word Postriziny relates to that), which serves as a metaphor in the movie to the "modernization" as well as madness of the beginning of the last century.
The movie ends in a little too sweet happy end but in the novel, Hrabal's father actually finds an ankle-length mistress whom he keeps seeing till the rest of his life.

BTW the actress is Slovak, after the 1989 revolution she became an ambassador to Austrla and always had belonged to highly regarded poltical thinkers in the area.
