I've definitely noticed this. A friend of mine is about 5'3" and has almost knee-length straight blonde hair. And a girl I knew in high school that was around 5 feet tall had knee-length hair until about a year ago, she got it cut to shoulder length.

And just out in public, nearly every woman with at least waist length hair I've seen was on the shorter side(although, I'm 6'3" so a lot of people are on the shorter side...lol)
