It reminds me of a style quite a few people had here back in the 1980's. Back then it always made me wonder what would have happend if they had not just grown out the ponytail/braid but their entire hair, because i'm sure that they only grew out that tiny portion of it.

I wouldn't say it was common back then, but there were quite a few people who had it back then, both men and women by the way.
