I really don't care. "Frizz" by your definition = volume to me. I think her hair looks sexy. I have seen countless women who don't take care of their hair that look 100x more horrible than this woman's hair, that is, since you apparently consider her hair to be unkempt.

Once again, this woman is hot. I don't think it's frizzy. Just wavy. And nothing wrong with that.
