I dunno if they have them in NY, and I know they're seasonal, but the one place I've actually seen long haired ladies the most, is at the Renaissance festival. I've never seen an ankle length haired lady at the festival, but there are some long haired women walking around (there's also a lot of long haired guys there, but meh, not my thing... unless it's Brad Pitt or Billy Wirth, of course ) I've seen ladies with waist length & calf length hair at those festivals.

I dunno what kinda music you're into, but there's a decent amount of longhaired gals at concerts (um, rock concerts are all I go to, so...). There's also a ton of longhaired guys, a lot of them really need a hair cut though; I can't recall seeing but maybe 1 guy who had long hair that wasn't scraggly looking.

Anyway, those 2 type of places came to mind.
